Description of Project
A decision was made to combine the 28th Street North and the 26th Avenue North projects into one larger project and revise the scope to include sanitary sewer trunk main installation which was bought to council March 4th, 2013 in a CIP Amendment.
This project will complete corridor improvements along Mayor Magrath Drive, 5th Avenue, 28th Street and 26th Avenue North. The improvements will involve intersection improvements road widening and installation of signals. Also this construction will include installation of a deep sanitary sewer for future City of Lethbridge growth.

These improvements include Lethbridge's first
traffic-controlled, dual right-hand turn lanes eastbound from northbound
lanes of Mayor Magrath Drive at 5 Avenue North. The signal operation is
designed to allow these right hand turns only on a green light - no
right-hand turns into eastbound lanes are permitted on a red light.
All motorists are thanked for their patience and cooperation during this important transportation infrastructure project.
June 29, 2015 - Construction of the 5th Avenue North portion of the North Lethbridge Arterial Improvements project is scheduled to commence on Monday, July 20th, 2015 and is expected to be complete by the end of October. The work includes: turn lane improvements, new concrete medians and curbs, asphalt paving, new pedestrian facilities, new transit facilities, new street lighting, and new traffic signals at Mayor Magrath Drive & 5th Avenue North and 5th Avenue North and 26th Street North. Two way traffic will be maintained on reduced travel lanes and access to local businesses will be provided. The project will be completed in three phases and detours for each phase are shown on the attached plans.
June 16, 2015 - The contractor is finishing the intersection of 28th Street and 12th Avenue North and is continuing work on the PepsiCo intersection on 26th Avenue North with City Electric on traffic signal installation.
April 20, 2015 - The contractor is completing the
landscaping and irrigation along 28th Street North. Traffic signal installation is also happening at
the intersection of 28th Street North and 12th Avenue North.
October 10, 2014 - The portion of 28th Street North affected by this project has reopened to the public. The sewer lining project has begun in the area and there will be closures on 28th Street North over the coming weeks due to this project.
September 18, 2014 - Weather permitting, 28th Street North should reopen by the middle of October.
August 19, 2014 - 28th Street North between 26th Avenue North and 14th Avenue North will be closed beginning Wednesday, August 18th for the North Lethbridge Arterial Improvements Project.
This portion of the project is expected to last until the end of September, weather permitting.
July 25, 2014 - 26 Avenue North between 13 Street and 28 Street North will be opened beginning Friday for the North Lethbridge Arterial Improvements project construction.
New lanes of traffic, new pathways on both the North and Southside of roadway, new signal lights and controlled turning movements will be in operation.
July 3, 2014 - 26th Avenue North is expected to reopen in two weeks. The contractor has added additional crews to catch up on time lost due to rain delays in June.
May 29, 2014 - 26th Avenue North between 13th Street and 28th Street North will be closed beginning Monday for the North Lethbridge Arterial Improvements project construction.
May 27, 2014 - Bluefox Boulevard North between 26th Avenue North and Kodiak Boulevard North will be closed on Wednesday, May 28th for the North Lethbridge Arterial Improvements project construction.
April 17, 2014 - The tunneling under 18th Avenue North is now complete despite the weather being a challenge. The deep installation of the sanitary sewer line continues south along 28th Street North and should be completed by the end of the week. The winter detour continues to be in effect.
March 12, 2014 - Members of the community are invited to attend a public Open House to learn about the project construction schedule, staging plans and traffic/pedestrian accommodation plans for the North Lethbridge Arterial Improvements Project.

November 19, 2013 - Construction continues on Phase 1 of the project. This phase of the project is the installation of deep utilities along 26th Avenue North. The road closure was re-opened November 2nd and the winter detour is now in effect. This phase of the project is expected to take between 10 to 12 weeks to complete.
October 25, 2013 - 26th Avenue North between 23rd Street and 28th Street North will be closed beginning Monday, October 28th for construction on the North Lethbridge Arterial Improvements project. The closure is expected to last 3 - 5 days, weather permitting.
October 9, 2013 - Construction of Phase 1 of the project is set to begin on October 10, 2013. This phase of the project is the installation of deep utilities along 26th Avenue North. It will also include the widening of 26th Avenue North to 4-lanes west of 23rd Street North. A temporary closure of 26th Avenue North will be necessary to remove the median and will reduce 26th Avenue North to two-way traffic during the construction. This phase of the project is expected to take between 10 to 12 weeks to complete, weather permitting.
September 17, 2013 - Council approved this project for construction with Tollestrup Construction Inc. as the contractor on September 3rd. An open house is scheduled for early October with construction starting thereafter.
The City of Lethbridge has evaluated the potential to include construction of the sanitary sewer east from the transition point in 26th Avenue North to the east side of the intersection of 28th Street North and 26th Avenue North and then southward along 28th Street North to the new transition point south of 18th Avenue North with the road works to be constructed in 2013/2014. This will minimize future disruption to drivers on these roadways and residents of North Lethbridge in general. Further, the coordinated construction of roadway and sanitary sewer would provide project efficiencies and eliminate future impacts to storm ponds, landscaping, and existing roadways.
In addition to the sanitary sewer, the combination of the 28th Street North and 26th Avenue North projects creates an opportunity to control construction through an entire road corridor to minimize disruption to residents throughout the entire construction schedule.

- Added additional lanes of roadway to increase capacity of the corridor

- New concrete curb and median improvements
- New asphalt concrete pavement to the City of Lethbridge arterial road structure standards
- Improvements to existing local business access
- New deep sanitary sewer utility along ultimate roadway build out along 28th Street North and 26th Avenue North
- Protection of existing shallow utilities
- New transit facilities including shelters
- New pedestrian facilities including sidewalks and pathways
- New street lighting
- Reinstatement of topsoil including supplying and place grass seed mix with hydromulch, trail bollards and signage
Complete construction to improve a north/south corridor (28th Street North) as well as the east/west corridor (26th Avenue North) to enhance safety, reduce traffic congestion, traffic delays, vehicle emissions and add capacity capable of handling anticipated increased traffic. Also to construct a deep sanitary sewer system for future growth in the City of Lethbridge.
