Council Committee set to hear proposed Capital projects, resident feedback still sought

 

Through resident engagement and Lethbridge City Council’s direction, the City of Lethbridge’s next Capital Budget will soon move forward. 

First, Council will convene as Community Issues Committee (CIC) next week, from October 6-8, to hear presentations on proposed projects for the 2027-2036 Capital Improvement Program (CIP).  

The CIP identifies one-time construction costs for items such as roads, recreation facilities, parks, buildings/facilities and utility projects, as well as providing a planning schedule and financing plan.

Since August, City Council and City staff have connected with residents through a variety of community events to learn more about the City’s capital budget process. Residents can continue to be involved through:

The development of the draft 2027-2036 CIP aligns with the direction provided by City Council including:  

  • Placed a high priority on maintaining current capital assets over building new assets
  • Proposed capital projects have been identified within existing City Master Plans and City Asset Management Plans
  • Proposed capital projects with bike lanes have not been considered, except for any bike associated projects on pathways that have been identified as a multi-use pathway
  • Provided the community with information about other grant opportunities – e.g., Community Capital Project Grant (CCPG), – that are available for community group capital projects

The Capital Budget will include a four-year (2027-2030) approved budget within a 10-year (2027-2036) Capital plan. Financial details of the proposed CIP projects being presented can be found in the following documents:  

CIP committee meeting order of procedure 

The CIC meeting on October 6 will begin at 9 a.m. and start with several items moved from the September 22 CIC meeting. Following that, the anticipated order will be:

  • A two-part presentation from the City Manager and the Chief Financial Officer and City Treasurer on development, overview and next steps relating to the 2027-2036 CIP Draft Budget   
  • Introduction of water and wastewater advocacy and CIP projects
  • CIP project presentations, including proposed items relating to Transportation & Transit, Community Services, Corporate Services, Excite Lethbridge, Lethbridge Police Service and the Lethbridge Public Library  

If needed, the meeting will continue through October 7 and October 8, beginning at 9 a.m. each day. 

No final decisions will be made during these CIC meetings. Acting again as CIC, Council will deliberate on the next CIP budget November 16-20. The recommendations that stem from those CIP deliberations will be forwarded for City Council’s consideration at a regular meeting in December.
