New rules for your pets – starting meow!

As of May 1, the City’s new Animal Care and Control Bylaw is officially the law of the land. It streamlines all animal-related regulations into one modern, accessible document.

The updated bylaw reflects feedback from the public, local stakeholders and surrounding municipalities.

Key changes now in effect include:




  • Households are limited to a maximum of six cats.
  • A permit process is now in place to support a potential Urban Hen Pilot Program (pending approval).
  • A low-cost microchipping program for cats and dogs is coming later this year to help bring lost pets home. This program also continues the voluntary cat licensing initiative.
  • Dog owners can now use their own tags, as long as they show the City licence number.

The new bylaw replaces rules that hadn’t been changed in decades. It also supports easier enforcement and better public understanding of pet ownership responsibilities.
