Strong community engagement drives progress on Land Use Bylaw Renewal
The City of Lethbridge is celebrating a successful public engagement effort as part of Phase Two of the Land Use Bylaw (LUB) Renewal project.

Throughout the past several months, the City’s Planning and Design department has connected with thousands of residents through a variety of outreach activities. These activities were guided by an engagement plan approved and supported by City Council.
From January to July, the project team hosted dozens of opportunities for residents to share their thoughts, ask questions and help shape the future of land use in Lethbridge. Whether through in-person events, digital platforms or traditional media, the response from the community was enthusiastic and thoughtful.
“The level of public participation in this phase of the Land Use Bylaw Renewal has been impressive,” says Mayor, Blaine Hyggen. “It’s a clear reflection of how engaged and invested our residents are in the future of Lethbridge. Council was proud to support an engagement plan that put community voices at the centre, and we’re grateful to everyone who took the time to get involved.”
City Council’s Assets & Infrastructure Standing Policy Committee on September 4 received a full update on the engagement effort to date, including the release of the Phase Two What We Heard Report. This report summarizes the feedback received and will help guide the next phase of the project.
“The insights we gathered in Phase Two will directly inform how we approach drafting the new LUB,” says Ross Kilgour, Senior Community Planner and Project Manager. “It will help us build a bylaw that reflects the kind of communities Lethbridge residents want to live, visit and do business in.”
Phase Three will consist of writing the new LUB. This is expected to take approximately one year as the LUB is a large and complex legal document. Phase Four will begin once the draft LUB is ready. At that time, residents and stakeholders will be invited to review the draft and share their feedback to help refine the document before it goes to City Council through a public hearing process.
