Basements
Basement development involves converting unfinished or partially finished areas into livable space, which may include a combination of family rooms, bathrooms, and bedrooms.
Before beginning construction, review the information on this page to ensure your project meets all requirements and that you have applied for the necessary permits.
When do you need a permit?
- Flooring, paint, or trim upgrades
- Simple cosmetic improvements that don't alter structure or systems
How to apply?
You can apply online through eApply or in person at City Hall.
Your application should include:
- Property address and description of work
- Basement floor plan showing existing and proposed changes
- Smoke and CO alarm locations (must be interconnected and hard-wired)
- Window and egress details for bedrooms
- Any structural changes, including engineered drawings if required
- Development approval (necessary if your home includes a secondary suite)

Permit Fees
- Residential addition or renovation: minimum permit fee of $110.00 plus applicable Safety Codes Council levy. Fees increase based on the total construction value.
- Commercial addition or renovation: minimum permit fee of $250.00 plus applicable Safety Codes Council Levy. Fees increase based on the total construction value.
- Additional fees may apply for sub-trades permits (plumbing, electrical, HVAC), or re-inspections
Inspections
Inspections are required at key stages of construction:
- Framing
- Rough-in (HVAC, Gas, Plumbing, Electrical)
- Final

FAQ's
Do I need a permit if I'm only finishing half of my basement?
Yes. If undeveloped space is transitioning to liveable space (walls, bedrooms, bathrooms, or any mechanical systems).
Can I build a basement bedroom without a large window?
No. Every bedroom must have an egress window that meets Building Code size and access standards.
A separate Development approval is required, and additional Building Code and fire safety requirements apply.
