Budget and Finances

The City of Lethbridge provides detailed information through its budget documents and annual reports to help residents understand how financial resources have been used to provide services to their community. City Council must adopt an operating and capital budget that covers each calendar year. This requirement is met by the adoption of multi-year operating and capital budgets.

Capital Improvement Program

The Capital Improvement Program (CIP) or capital budget is a plan that includes one-time construction costs and associated funding sources required to complete capital projects in the community.

Fiscal principles, practices and policies

The fiscal principles, practices and policies ensure effective stewardship of the City's financial resources. These policies help to implement effective financial systems, controls and strategies to meet operational and legislative requirements. They also help to develop financial policies and procedures for long-term planning.

Awards and recognition

View the various awards we have received for our financial reporting and budgeting in recent years.

The Government Finance Officers Association of the United States and Canada (GFOA) has awarded Lethbridge with the Award for Outstanding Achievement in Popular Annual Financial Reporting for the fiscal year ended December 31, 2022. This is a prestigious national award recognizing conformance with the highest standards for preparation of state and local government popular reports, including:

  • Creativity
  • Presentation
  • Reader appeal
  • Understandability

Lethbridge received this award for eight consecutive years (fiscal years ended 2015 to 2022). We believe our current report continues to conform to the Popular Annual Financial Reporting requirements, and we are submitting it to GFOA to determine its eligibility for another Award.

The Government Finance Officers Association of the United States and Canada (GFOA) has awarded Lethbridge with the Distinguished Budget Presentation Award for its four-year budget for the year beginning January 1, 2023.

In order to receive this award, the City had to publish a budget document that met program criteria as a policy document, a financial plan, an operations guide and a communications device.

This is the seventh Distinguished Budget Presentation Award we have received. We believe our current budget continues to conform to program requirements, and we are submitting it to GFOA to see if it is eligible for another award.

The Government Finance Officers Association of the United States and Canada (GFOA) has awarded Lethbridge with the Canadian Award for Financial Reporting for its annual financial report for the fiscal year ended December 31, 2022. This award was created to encourage municipal governments throughout Canada to publish high quality financial reports and to provide peer recognition and technical guidance for officials preparing these reports.

In order to receive this award, a government must publish an easily readable and efficiently organized annual financial report, whose contents conform to program standards. These reports should go beyond the minimum requirements of generally accepted accounting principles. They should clearly communicate the municipal government's financial picture, enhance an understanding of financial reporting by municipal governments and address user needs.

We believe our current report continues to conform to the Canadian Award for Financial Reporting program requirements, and we will be submitting it to GFOA to determine its eligibility for another award.
